Data Collection Agent – Tariff Development

An Alberta court ruled that the handling commission paid to bottle depots should be set based on utility cost of service principles. Desiderata collected cost data from about 160 bottle depots and developed a proposed revenue requirement, including a return component based on a return margin approach.

Desiderata also developed a set of Handling Commissions to be paid to bottle depots that were tested and approved by an appointed tribunal, the Handling Commissions Review Panel (HCRP).

We have also assisted the Beverage Container Management Board with strategic advice and initiatives to improve the beverage container collection industry in Alberta.
